Advocacy is targeted at influencing stakeholders in the education sector. These are usually people, agencies and institutions with the authority and ability to enable positive changes and improvements in the sector. They can be in the public sector, private sector, people sector, or partners. Advocacy seeks to deepen understanding and promote a clear and shared vision of what needs to change or to be improved, why and how it needs to change, and which responsible stakeholder should take action to make the change happen. It will also involve outreach, one-on-one consultations and discussions with stakeholders, multi-stakeholder dialogue, and where necessary, campaigns to influence decision makers, planners and administrators.
